CPPJ meetings are open to the public, and you have a right to speak at them.

To ensure orderly and fair public meetings, the Police Jury’s public comment policy provides for the use of “Green Cards” so the public can speak during proceedings.

Here are the procedures for making a public comment:

Speaker registration: Any person wishing to address the governing body must fill out and submit a Green Card in advance — before the public comment portion of the meeting.

Green cards are available at the meeting site: The card must include the speaker’s name, address, and the specific agenda item they wish to discuss.

Green Cards are not available once meeting is in session.

Submission of cards: Completed Green Cards must be submitted to the secretary or parish administrator before the agenda item is taken up or before the public comment period begins.

Recognition by the chair: The Police Jury president/chair will recognize speakers in the order cards are received.

Time Limits: Each speaker will be limited to five minutes unless additional time is granted by the president.

Agenda relevance: Comments should be limited to the agenda item listed on the Green Card.

Decorum: Speakers must maintain respectful and appropriate conduct.

Personal attacks, profanity, or disruptive behavior will not be permitted.

Group representation: Groups are encouraged to select one spokesperson to represent their position when possible.

Green Card time cannot transfer to other speakers — it is limited to the speaker named on the Green Card.

Public Record: All Green Cards will become part of the official meeting record.
