Cameron Parish Recreation District 5 held its regularly scheduled meeting on January 22, 2026 at 6:00 pm.
The meeting began with the reciting of the Pledge of Allegiance led by Jacob Babcock.
The invocation was led by Kris Howerton.
Board President Tremayne Picou called the meeting to order and upon roll call the following members were present: Thomas Cox, Kris Howerton, Jacob Babcock and Jordan Thompson
Absent: none
Employees in attendance were Lisa Ledano and Vickie Pickett.
Guests present: Shawn Conner, Lancey Conner and John Duhon.
A draft of the minutes of the previous meeting, December 18, 2025, was distributed to all board members via electronic mail prior to the meeting. Thomas Cox made a motion to accept the minutes as presented. Jacob Babcock seconded the motion. The motion carried unanimously. Public comment: none.
A motion was made by Jacob Babcock and seconded by Kris Howerton to amend the meeting agenda to add the review of bids received for demolition of the existing facility. The motion carried unanimously. Public comment: none. Bids received were as follows:
Gator Done, LLC – bid submitted was $75,000
Poole Roofing Co., Inc – bid submitted was $48,720.00
T-Chene Services, LLC – bid submitted was $49,500.00
Corbello Equipment & Construction – bid submitted was $41,500.00
Jerry Trahan Construction – bid submitted was $49,300.00
Kris Howerton made a motion to accept the lowest bid from Corbello Equipment and Construction of $41,500.00 with a start date to be determined at the February board meeting. Jacob Babcock seconded the motion. The motion carried unanimously. Public comment: none.
Old Business:
Review FEMA information – members present reviewed the FEMA information. No action was taken.
Review new facility plans – Kris Howerton made a motion to table the matter to a later date. Jacob Babcock seconded the motion. The motion carried unanimously. Public comment: none.
RFQ for an architect – Thomas Cox made a motion to table the matter to a later date. Kris Howerton seconded the motion. The motion carried unanimously. Public comment: none.
New Business:
Election of officers – Thomas Cox made a motion to nominate Tremayne Picou for board president. Kris Howerton seconded the motion. The motion carried unanimously. Public comment: none. Mr. Picou accepted the nomination. Kris Howerton made a motion to nominate Jacob Babcock for board vice president. Thomas Cox seconded the motion. The motion carried unanimously. Public comment: none. Mr. Babcock accepted the nomination.
Discuss changing Vickie Pickett to full-time status – Thomas Cox made a motion to enter into executive session. Kris Howerton seconded the motion. The motion carried unanimously. Public comment: none. The board entered executive session at 6:44 p.m. Jacob Babcock made a motion to exit executive session. Kris Howerton seconded the motion. The motion carried unanimously. Public comment: none. The board exited executive session at 7:04 p.m. Following discussion, the decision was made to change Vickie Pickett from part-time status to full-time status with benefits.
The board members present reviewed the invoices for the month of December 2025. Jacob Babcock made a motion to approve the bills. Kris Howerton seconded the motion. The motion carried unanimously. Public comment: none.
The financial statement for the month of December 2025 was distributed to all board members via electronic mail prior to the meeting. Thomas Cox made a motion to accept the financial statement as presented. Jordan Thompson seconded the motion. The motion carried unanimously. Public comment: none.
With no further business to discuss, Thomas Cox made a motion to adjourn the meeting. Jacob Babcock seconded the motion. The motion carried unanimously. Public comment: none.
