South Cameron Consolidated Waterworks District No. 1
The South Cameron Consolidated Waterworks District No. 1 met in regular session on Monday, August 18, 2025, at 4:30 at the Cameron Parish Police Jury Building- 148 Smith Circle, Cameron, LA 70631.
President Joseph Baccigalopi called the meeting to order.
The following members were present: Joseph Baccigalopi, Shane Broussard, Todd Conner, Vickie Kiffe, Michelle Trahan, and Tammy Vincent
The following guests were in attendance: Lemoine Contractor- Nick Kelly, Dennis Gremillion and Adam Myrick. Alfred Palma Contractor- James Palma and Micheal Palma. K&M Project Services- Mitch Thomas and Justin Jordan. Kat’s Services- Andy Toups. LDH- Steven Joubert. Cameron Parish Police Juror- Sonny McGee. Via Online Teams- John Delaunay, Carol Martinson and Andrew Crain. Tammy Peshoff and James Boudreaux
It was moved by Vickie Kiffe, seconded by Tammy Vincent, and carried, to add the following items to the agenda 5(e) Acceptance Documents for Ground Storage Tank and 5(f) Contractor Application payment No. 12
It was moved by Vickie Kiffe, seconded by Shane Broussard, and carried, to approve the agenda.
It was moved by Shane Broussard, seconded by Vickie Kiffe, and carried, that the minutes from the previous meetings are hereby approved.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried that the financial statements and budget to actual comparison are approved for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7, and Cameron Parish Waterworks District No. 9.
It was moved by Todd Conner, seconded by Vickie Kiffe, and carried, to pay monthly bills for Cameron Parish Waterworks District No. 1, Cameron Parish Waterworks District No. 7 and Cameron Parish Waterworks District No. 9.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried to accept the following change orders for the South Cameron Consolidation Project- Ground Storage Tank:
#6 – Additional Days- $0.00
#7 – Controls to Equipment- $5,081.31
It was moved by Michelle Trahan, seconded by Shane Broussard, and carried to table the following change orders for the South Cameron Consolidation Project- Water Treatment and Distribution Improvements:
#16 – 10 sites – power to transmit signal from chem tanks to fill station- $21,250.00
#17 – Replace Poly & SS king nipples to PVC nipples, all sites – $4,154.00
It was moved by Michelle Trahan, seconded by Shane Broussard, and carried to accept the following change orders for the South Cameron Consolidation Project- Water Treatment and Distribution Improvements:
#9d – Not completing Grand Chenier ground storage tank, cost of stopping work and fabrication of a tank- $38,919.00
#9e – Not completing Grand Chenier ground storage tank- ($313,628.00 credit)
It was moved by Vickie Kiffe, seconded by Tammy Vincent, and carried, to accept the acceptance documents as complete and satisfactory the work performed under Project Number 2022-042B: South Cameron Water Consolidation Project, Ground Storage Tank.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried, to approve the contractor application payment No. 12 to Lemoine for the South Cameron Consolidation Project- Water Treatment and Distribution Improvements.
It was moved Michelle Trahan, seconded by Shane Broussard, and carried, to have a Corporate Endeavor Agreement with the Cameron Parish School Board for the purchase of the Creole Waterworks Truck. Vickie Kiffe recused from voting.
It was moved by Michelle Trahan, seconded by Vickie Kiffe, and carried, to rescind a the motion made on July 21, 2025, to hire a full-time operator for Cameron Parish Waterworks District No. 1.
It was moved by Vickie Kiffe, seconded by Todd Conner, and carried, to advertise to a hire a full-time operator for Cameron Parish Waterworks District No. 1.
There being no further business, on the motion by Shane Broussard, seconded by Todd Conner and carried, the meeting was declared adjourned.
