PROCEEDINGS
July 9, 2025
There was a regular meeting of the Board of Commissioners of Waterworks District No. 2 at 6:00 p.m., Wednesday, July 9, 2025, at the Hackberry Waterworks Office.
PRESENT: Mr. Mark Trahan, Mr. Donald Buford, Mr. Mike Welch, Mr. Jeff Moore
ABSENT: Mr. Brad Hinton
Employees present: Mr. Glenn Welch, Mrs. Becky Gray, Mrs. Shaun Kyle
Special guests: Mitch Thomas – K&M Engineering and Blaine Johnson – Southland Environmental
The meeting was called to order by Board President Mark Trahan who also led the pledge and prayer.
Public Comment period was given on all agenda items. No comments were made.
On motion of Donald Buford, seconded by Mike Welch and carried unanimously, the minutes from the June 11, 2025 meeting were approved.
A discussion was had about the proposed property for the new wellsite. Mr. Johnson will consult with legal council about the concerns with the abandoned pipeline that runs through the property.
The Department of Health approved the engineered plans for the Sempra water line expansion project and K&M Engineering will put together a bid package with a 60-day completion requirement. There were no objections, therefore the CEA with Sempra was signed to proceed with the project.
On motion of Mike Welch, seconded by Jeff Moore and carried unanimously, the Board approved the Project Procurement & Bidding Policy.
Monthly Operator updates were presented by Glenn Welch and Becky Gray. New chlorinators have been installed at the wellsites and updated with new equipment.
The monthly updates and financial reports including the Actual vs Budget Report for the month ending June 30, 2025 were presented by Shaun Kyle.
On motion of Donald Buford, seconded by Jeff Moore and carried unanimously, the financial reports were reviewed and all bills were approved for payment.
Our next meeting will be Wednesday, August 20, 2025 at 6:00 p.m.
There being no further business, on motion of Jeff Moore, seconded by Donald Buford and carried unanimously, the meeting was declared adjourned.
