January 13, 2025
The Cameron Parish School Board met at its regular meeting on this date at 5:00 pm and meeting was called to order, members in attendance were: Marsha Trahan, Randall Faulk, Vickie Kiffe, Telesha Bertrand, Sharon Picou, R. Mitchell Kelley and Joseph Delcambre
Absent: Christi Labove
The prayer and the pledge were led by Mr. Faulk and Mr. Delcambre.
On the motion of Mr. Delcambre, seconded by Mrs. Trahan Faulk, the Board approved election of Mrs. Telesha Bertrand as Board President, per policy BBA, as presented by the Superintendent.
On the motion of Mr. Delcambre, seconded by Mr. Faulk, the Board approved election of Ms. Vickie Kiffe as Vice-President, per policy BBA, as presented by the Superintendent.
On the motion of Ms. Kiffe, seconded by Mrs. Picou, the Board approved the agenda.
On the motion of Mrs. Trahan, seconded by Mrs. Picou, the Board approved the minutes of the December 2, 2024 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
On the motion of Mr. Kelley, seconded by Mrs. Trahan, the Board approved payment of the bills, as presented by Mrs. Hayes.
The Board received Financial Statement and Reports of Current Investments, as presented by Mrs. Hayes.
On the motion of Mr. Delcambre, seconded by Mr. Faulk, the Board approved the acceptance of Independent Auditor’s Report, as prepared and presented by Gragson, Casiday & Guillory, LLP.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy – Cameron Parish District Attorney office.
On the motion of Mr. Delcambre, seconded by Mrs. Picou, the Board declined proposal to lease Cameron Parish School Board property located in Johnson Bayou by Verizon Wireless to implement a cell tower, as presented by Mr. Mike Cassidy – Cameron Parish District Attorney office.
On the motion of Mr. Delcambre, seconded by Mr. Faulk, the Board approved Cooperative Endeavor Agreement with Commonwealth Explorer Program, to accept $200,000 donation to fund an Explorer Program – STEM, as presented by the Superintendent.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

Pending Insurance and FEMA Review
Johnson Bayou High School Track – FEMA Obligated project October 22, 2024. Soil testing performed, waiting on report from engineer.
South Cameron High School – Various Final Restoration Repairs – Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles and Bleachers)
South Cameron High School – Men’s Restroom, Women’s Restroom, and Concession Stand – In FEMA Review for Cost Update as of August 2024
South Cameron High School New Gym Complex – Project was obligated by FEMA on December 21, 2023, for $12,825,812.80 which is 90% of the eligible obligated amount after insurance reduction. FEMA accepted additional information. Project proceeding.
B. Projects out for bid/quotes – James Hoffpauir, Project Management

C. Approval of bid and quote awards – Superintendent

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as prepared by Hoffpauir Architects, LLC and Project Architects.
On the motion of Mrs. Trahan, seconded by Mrs. Picou the Board approved adopting the following local school board resolution declaring January as School Board Member Recognition Month, as presented by the Superintendent:
WHEREAS, the mission of public schools is to meet the diverse educational needs of all children and to empower them to become competent, productive contributors to a democratic society and an ever-changing world; and
WHEREAS, local school board members are committed to children and believe that all children can be successful learners and that the best education is tailored to the individual needs of the child; and
WHEREAS, local school board members work closely with parents, educational professionals, and other community members to create the educational vision we want for our students; and
WHEREAS, local school board members are responsible for ensuring the structure that provides a solid foundation for our school system; and
WHEREAS, local school board members are strong advocates for public education and are responsible for communicating the needs of the school district to the public and the public’s expectations to the district;
NOW, THEREFORE, I, Charley Lemons, do hereby declare my appreciation to the members of the Cameron Parish School Board and proclaim January 2025 as
SCHOOL BOARD RECOGNITION MONTH in Cameron Parish. I urge all citizens to join me in recognizing the dedication and hard work of local school board members and in working with them to mold an education system that meets the needs of both today’s and tomorrow’s children.

On the motion of Mrs. Picou, seconded by Mr. Faulk, the Board approved the adoption of LSBA Code of Conduct for Louisiana School Board Members, as presented by the Superintendent.
The Board received confirmation of School Board Member training hours earned in 2024, per Statute, and recognition of Certified School Board Member for the 2024 calendar year, as presented by the Superintendent:

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Visited each school during the week of 12/16 to visit with administration regarding any issues and also to visit various classrooms and teachers
b. Held Principal’s meeting on 12/6
c. Met with a teacher at HHS on 12/18 regarding teaching assignment and duties
2. District Operations and Financial Management
a. Met with auditors on 12/12 to review our report
3. Student Growth and Achievement
a. Met with VNG reps on 12/19 regarding possible internship program
b. Conducted monthly SPED staffing meeting on 12/2
4. Communication and Community Relations
a. Attended IEP team meeting at JBHS on 12/17 regarding issues with a student
b. Met with HHS parents on 12/12 regarding issues with a student
c. Attended and participated in Christmas on Capitol Hill on 12/8
d. Attended JBHS Jingle on 12/18
e. Attended VNG CAC on 12/19
5. Organizational Leadership
a. Participated in a LDOE Superintendent’s call on 12/6
b. Attended winter LASS conference in Baton Rouge 12/3-12/5
On the motion of Mrs. Picou, seconded by Mr. Faulk, the Board adjourned the regular school board meeting.
