The Cameron Parish Police Jury met in regular session on Monday, March 10, 2025, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 11:35 o’clock A.M.
The following members were present: Mr. Ronald Nunez, Jr. Mr. Michael Fewell, Mr. Magnus McGee, Mr. Danny Myers, Mr. Mark Daigle, Mr. Sam Bordelon, and Mr. Johnny Watson. No member was absent.
There was no public comment on the agenda items.
It was moved by Mr. Fewell, seconded by Mr. Daigle, and carried, the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. McGee, seconded by Mr. Bordelon, and carried, the following items be added to the agenda: (Item 7e) Fire Protection District No. 10 – Richard Burbank resigned, appoint William Lee Trahan. (Item 32) Approval of Letter of Support for additional funding for Rockefeller Shoreline continuation project (ME-41). (Item 33) Approval of CEA with the Council on Aging to allow the Police Jury to utilize staff and funds to help prevent flooding of the temporary fire station.
It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board hereby defers Executive Session Items c. Grand Lake Barn Road Improvement Discussion and d. Road & Bridge Superintendent Evaluation Discussion to next month.
It was moved by Mr. McGee, seconded by Mr. Bordelon, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:

It was moved by Mr. Bordelon, seconded by Mr. Myers, and carried, the board hereby reappoints Leonard Richard to the Fire Protection District No. Fourteen Board.
It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board hereby reappoints Vickie Trahan to the Lower Cameron Hospital District No. 2 Board.
It was moved by Mr. Daigle, seconded by Mr. Myers, and carried, the board hereby appoints Shelly Medlock to the Waterworks District No. Eleven Board for the expired term of Wayne Hebert, and directs the secretary to send a letter of appreciation to Mr. Hebert for his service to the board.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby appoints Tammy Peshoff to the open seat on the Consolidated Fire Protection of South Cameron Board.
It was moved by Mr. McGee, seconded by Mr. Fewell, and carried, the board hereby accepts the resignation of Richard Burbank from the Fire Protection District No. Ten Board, appoints William Lee Trahan for the remainder of term, and directs the secretary to send a letter of appreciation to Mr. Burbank for his service to the board.
It was moved by Mr. Fewell, seconded by Mr. Daigle, and carried, the board hereby opens the floor for public comment on the proposed amendments to Chapter 14 Motor Vehicles and Traffic, Article III: Operation of Vehicles Generally, Section 14-38 Operation of Utility Terrain Vehicles as listed below:

Section 14-38
Operation of Utility Terrain Vehicles
Section 14-38: The operation of a utility terrain vehicle upon the public roads or streets of Cameron Parish is prohibited, except as otherwise provided in this section:
1. “Utility terrain vehicle” means any recreational or off-highway motor vehicle designed for and capable of travel over designated roads, with a minimum width of fifty inches but not exceeding seventy-four inches and a minimum weight of at least seven hundred pounds but not exceeding three thousand five hundred pounds. “Utility terrain vehicle” shall include those vehicles not equipped with a certification label as required by 49 CFR Part 567.4.
2. A utility terrain vehicle may be operated, between the hours of 6:00 a.m. and 10:00 p.m., upon any street or road within Cameron Parish that has a speed limit of 25 miles per hour or less, (hereinafter referred to as “Cameron Parish street”) only in the regions of the parish described below:
i. Hackberry and Johnson Bayou: Eastern boundary being the Calcasieu Ship Channel to the Western boundary being the state line of Texas to the Southern boundary being the Gulf of Mexico to the Northern boundary being the Calcasieu Cameron Parish line.
ii. Cameron, Creole, Grand Chenier, Parts of Sweet Lake: Eastern boundary being the Vermillion Parish line except for the area of Klondike and Louisiana avenue / parish road 120, then to the Northern boundary being the Calcasieu Cameron Parish Line, then to the Western boundary being highway 27 to the Intracoastal Waterway then heading due west to the Calcasieu River then to the Southern boundary being the Gulf of Mexico.
3. A utility terrain vehicle may not be operated upon any street or road that has a speed limit greater than 25 miles per hour nor can a utility terrain vehicle be operated after 10:00 p.m. and before 6:00 a.m.
4. A utility terrain vehicle operated on a Cameron Parish street shall be equipped with the minimum motor vehicle equipment appropriate for motor vehicle safety including, headlamps, front and rear turn signal lamps, tail lamps, stop lamps, reflex reflectors, including one on each side as far to the rear as practicable and one red reflector on the rear of the vehicle, an exterior mirror mounted on the driver’s side of the vehicle and either an exterior mirror mounted on the passenger’s side of the vehicle or an interior mirror, a parking brake, an adequate windshield, a windshield wiper, speedometer, odometer, braking for each wheel, a seat belt assembly installed at each designated seating position, and a vehicle identification or serial number.
5. Any utility terrain vehicle operated upon a Cameron Parish street shall be registered with the state of Louisiana through the Department of Public Safety and Corrections, office of motor vehicles, as an off-road vehicle and shall display a decal issued by the office of motor vehicles.
6. No person shall operate a utility terrain vehicle upon a Cameron Parish street without a valid driver’s license and shall be at least twenty-one years of age.
7. Any utility terrain vehicle operated upon a Cameron Parish street shall have liability insurance with the same minimum limits as required by the provisions of La. R.S. 32:900(B).
8. No person shall be a passenger in the open bed of a utility terrain vehicle while traveling upon a parish road or municipal street. The provisions of this Subsection shall not apply in an emergency situation. The number of persons permitted to travel in a utility terrain vehicle is limited to the number of available seat belts.
9. Nothing contained in this Section shall be construed to prohibit Cameron Parish in the future from prohibiting the operation of any utility terrain vehicle on any street under its jurisdiction if Cameron Parish determines that such prohibition is necessary for the safety of the motoring public.
10. If a subdivision in Cameron Parish has an existing regulation or covenant prohibiting the use of utility terrain vehicles, then that subdivision will be responsible for the enforcement of its regulation or covenant and preventing the use of utility terrain vehicles. Further, following the adoption of this ordinance, any subdivision in Cameron Parish may enact a regulation or covenant prohibiting the use of utility terrain vehicles, and thereafter, that subdivision will be responsible for the enforcement of its regulation or covenant.
11.Utility terrain vehicles shall comply with all applicable local and state traffic laws and may be ticketed for traffic violations in the same manner as any other motor vehicle.
12.No person shall operate a utility terrain vehicle upon a bicycle path, sidewalk, sidewalk area, or other area not designated for motor vehicle use or not specifically designated for utility terrain vehicles except as provided for in La. R.S. 32:299.
There being no written or oral comments from the public, it was moved by Mr. Fewell, seconded by Mr. Daigle, and carried, the public hearing was declared closed.
It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the Proposed Amendments to Chapter 14 Motor Vehicles and Traffic Ordinance as written above is declared duly adopted.
It was moved by Mr. Fewell, seconded by Mr. McGee, and carried, the board hereby tables consideration of assessing liquidated damages on the OEP Pavilion Project to the next meeting.
It was moved by Mr. Fewell, seconded by Mr. Watson, and carried, the board hereby rejects increasing permit fees.
It was moved by Mr. Fewell, seconded by Mr. Bordelon, and carried, the board hereby approves Resolution 1212 authorizing the president to sign the Multi-Jurisdictional Agreement for 2025 Workforce Development.
It was moved by Mr. Fewell, seconded by Mr. Bordelon, and carried, the board hereby authorizes the treasurer to pay the Police Jury Association of Louisiana 2025 Annual Dues in the amount of $9,600.00.
It was moved by Mr. McGee, seconded by Mr. Fewell, and carried, the board hereby authorizes the treasurer to pay the Parishes Advocating for Coastal Endurance (PACE) 2025 membership dues in the amount of $5,000.00.
It was moved by Mr. Bordelon, seconded by Mr. Myers, and carried, the board hereby allocates funding in the amount of $20,547.00 to the LSU Ag Center for Extension Programs for January – December 2025.
It was moved by Mr. Fewell, seconded by Mr. McGee, and carried, the board hereby rejects repairing or replacing the generator at the West Annex building with the stipulation if a generator is required usage of a mobile generator is permitted, and a manual transfer switch be installed. This motion is also in effect for the other buildings in the courthouse square.
It was moved by Mr. Daigle, seconded by Mr. Watson, and carried, the board hereby approves CCD 001 for the work not completed by Dunhill Construction for the Cameron Creole Maintenance Barn Livestock Pavilion – LOC 59,37, decreasing the contract amount by ($44,864.00) and also accepts the project substantially complete as of March 26, 2024.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby authorizes the president to sign a letter supporting legislation – Louisiana Transportation and Infrastructure Freight Rails.
It was moved by Mr. Watson, seconded by Mr. Bordelon, and carried, the board hereby approves advertising a public notice describing the Geographic Boundaries for Gravity Drainage District No. 16, Cameron Parish, LA.
It was moved by Mr. McGee, seconded by Mr. Myers, and carried, the board hereby approves advertising a public notice for Gravity Drainage District No. 16 to consider calling an election to be held on November 15, 2025, to consider an ad valorem property tax millage (7 mills) to construct, operate and maintain the District’s drainage systems.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby approves advertising a public notice describing the Geographic Boundaries for the Lower Cameron Hospital Service District, Cameron Parish, LA.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby approves advertising a public notice for the Lower Cameron Hospital Service District to consider calling an election to be held on November 15, 2025 to consider an ad valorem property tax millage of sixteen and thirteen hundredths (16.130 mills) to operate and maintain such hospital buildings, related hospital facilities and equipment within and for said district, title to which shall be in the public.
It was moved by Mr. Daigle, seconded by Mr. Watson, and carried, the board hereby authorizes the building inspector to send a Notice of Condemnation Hearing Letter to both the homeowner and landowner if owned by two separate individuals for the following properties:

It was moved by Mr. Daigle, seconded by Mr. Fewell, and
carried, the board hereby authorizes the building inspector to send a Notice of Condemnation Hearing Letter to both the homeowner and landowner for the following property:
h. Ronald Nunez, Sr. and Ronald Nunez, Jr – 243 Ruby Lane, Creole, LA. Mr. Nunez recused from voting.
It was moved by Mr. Fewell, seconded by Mr. McGee, and
carried, the board hereby approves to move forward with the purchase of the Hackberry Dump Access Road with the appraised value of $20,500.00.
It was moved by Mr. McGee, seconded by Mr. Fewell, and carried, the board hereby approves renewing the lease for the Big Lake Ball Field for 5 years at no charge and authorizes a letter of thanks be sent to the landowner.
It was moved by Mr. McGee, seconded by Mr. Myers, and carried the board hereby approves the ratification granting the president authority to sign Resolution 1211 granting the administrator authority to submit an application to (DRA) Delta Regional Authority Strategic Planning Program and sign all relevant documents should the application be funded.
It was moved by Mr. Fewell, seconded by Mr. Watson, and carried, the board hereby adopts a Proclamation for Dysautonomia Awareness.
It was moved by Mr. Fewell, seconded by Mr. Daigle, and carried, the board hereby approves the ratification granting the president authority to sign Resolution 1210 for the CDBG urgent need project list.
It was moved by Mr. Fewell, seconded by Mr. Myers, and carried, the board hereby accepts the monthly financial statements and budget to the actual comparison report.
It was moved by Mr. Daigle, seconded by Mr. Bordelon, and carried, the treasurer is hereby authorized, empowered, and directed to pay February 2025 bills.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby authorizes the president to sign a letter of support for additional funding for the Rockefeller Shoreline continuation project (ME-41).
It was moved by Mr. Daigle, seconded by Mr. Watson, and carried, the board hereby approves a CEA with the Council on Aging to allow the Police Jury to utilize staff and funds to help prevent flooding of the temporary fire station.
It was moved by Mr. McGee, seconded by Mr. Fewell, and carried, the jury shall go into Executive Session to discuss Hurricane Insurance Litigation and Coastal Zone Litigation – The Parish of Cameron v Anadarko E&P Onshore, LLC et al. Docket No. 10-19578

The president called the meeting back to order, and the jury returned to regular session. No action was taken on Hurricane Insurance Litigation, it was only a discussion.
It was moved by Mr. McGee, seconded by Mr. Watson, and carried, the board hereby approves recommendations made in Executive Session by Chad Mudd, special counsel for Cameron Parish in the Cameron Coastal Zone litigation cases, specifically the following: dismissal of certain defendants; settlement discussions with certain defendants, and proceed with the litigation as to other defendants as described in Executive Session, all of the above being in the Cameron vs. Burlington (Deep Lake) Case.
It was moved by Mr. McGee, seconded by Mr. Daigle, and carried, the board hereby approves the settlement with Oxy/Anadarko to resolve all of Oxy/Anadarko’s exposure and liability, including costs and attorneys’ fees in the Cameron Parish Coastal Zone litigation cases, as presented by Chad Mudd this 10th day of March, 2025 in Executive Session.
It was requested by Mr. Mark Daigle to add considering postponing implementing Resolution 1203, until a special meeting can be held to discuss RV Park trash pickup in further detail.
There was no public comment on adding this agenda item.
