The Cameron Parish School Board met at its regular meeting on this date at 5:00 p.m. and meeting was called to order, members in attendance were: Vickie Kiffe, Marsha Trahan, Sharon Picou, Mitchel Kelley, Telesha Bertrand, Randall Faulk and Christi Labove
Absent: Joseph Delcambre
The prayer and the pledge were led by Mr. Faulk and Mrs. Bertrand.
On the motion of Mr. Faulk, seconded by Ms. Kiffe, the Board approved the agenda.
On the motion of Mrs. Trahan, seconded by Mrs. Bertrand, the Board approved the board minutes of the February 5, 2024 regular meeting of the Cameron Parish School Board, as presented by the Superintendent.
The Board received information on the introduction of the new Cameron Parish 4-H agent Mrs. Michelle Conner, as presented by Kevin Savoie – Agent SW Region LSU Ag Center.
On the motion of Mrs. Labove, seconded by Mr. Mitchell, the Board approved payment of the bills, as presented by the Superintendent.
The Board received Financial Statement and Reports of Current Investments, as presented by the Superintendent.
The Board received information on the monthly report on property income, as prepared by Mr. Mike Cassidy- Cameron Parish District Attorney office.
On the motion of Mrs. Labove, seconded by Mr. Faulk, the Board approved action of allowing transfer of lease to Mr. K. Guidry on Camp Lease Site #4 on Section T14SR3W, as presented by Mr. Mike Cassidy – Cameron Parish District Attorney office.
The Board received information receiving information on a carbon capture and sequestration (CCS) injection project proposal, as presented by Mr. Mike Cassidy – Cameron Parish District Attorney office.
The Board tabled Item 7-D consider donation of artifacts from Alligator Mound to State of Louisiana Archeology Dept., to the April 2024 meeting.
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved to accept bid received in the amount of $3,911,000 for the Johnson Bayou BP property and an additional $1,250 per additional acreage, maximum bid to not exceed $4,480,500., as presented by Mr. Mike Cassidy – Cameron Parish District Attorney office.
The Board received reports on current construction bid activities, as presented by Mr. James Hoffpauir, Hoffpauir Project Management Team:

South Cameron High School – Various Final Restoration Repairs – Miscellaneous Repairs to Athletic Field Structures (Stadium Light Poles and Bleachers) – in FEMA review
South Cameron High School – Men’s Restroom, Women’s Restroom and Concession Stand – in FEMA review
South Cameron High School New Gym Complex -Project was obligated by FEMA on December 21, 2023 for $12,825,812.80 which is 90% of the eligible obligated amount after insurance reduction. FEMA estimates completion of the SCHS Gym by February 28, 2026 – Schematic design of the SCHS gym will be submitted to FEMA before the end of March for their approval to move forward

The Board received updates on current FEMA, CDBG and General Fund Construction, Repairs, and Renovations to permanent and temporary sites’ projects from Hoffpauir Architects, LLC, Cameron Parish School Board’s Project Management Firm, as presented by Hoffpauir Architects, LLC and Project Architects.
On the motion of Mrs. Labove, seconded by Ms. Kiffe, the Board approved policies to align with the 2023 Louisiana Legislative Session, as presented by the Superintendent:

On the motion of Mrs. Labove, seconded by Ms. Kiffe, the Board approved South Cameron High School 3rd and 4th grade students to travel to The Children’s Museum, Beaumont, TX for field trip on Monday, May 13, 2024, to be transported by school bus, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Ms. Kiffe, the Board approved South Cameron High School BETA Students who qualified to travel to Savannah, Georgia from June 10th through June 12th, 2024 for the National BETA Convention to travel by personal vehicles, as presented by the Superintendent.
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved providing funding for students to attend FFA Washington Leadership Conference June 16th through the 23rd, 2024 for four Hackberry High School Students and July 9th through 13th, 2024 for 3 South Cameron High School Students, per policy IDE, as presented by the Superintendent.
The Board received information regarding 13th check allocation for the 2023-2024 fiscal year, as presented by the Superintendent.
On the motion of Ms. Kiffe, seconded by Mrs. Trahan, the Board approved the annual continued employment resolution pursuant to ACT 745 of 1977 Louisiana Legislature providing that a support and substitute employee shall have the same probability for employment after the 2024 summer vacation period or another holiday, as the support and substitute employee had prior to the beginning of the vacation period, as presented by the Superintendent.

On the motion of Mrs. Bertrand, seconded by Ms. Kiffe, the Board authorized the law firm of Mudd, Bruchhaus & Keating to continue with arbitration in the hurricane litigation.
On the motion of Mrs. Labove, seconded by Mrs. Bertrand, the Board approved Option 1 presented for the Cameron Parish School Board District Calendar for the 2024-2025 school year with change being made to the start date and the dismissal date at end of year, as presented by the Superintendent.

Please accept this report regarding my efforts to meet the following Performance Objectives as outlined in Exhibit A of my employment contract:
1. Human Resource Management
a. Prepared and planned for staffing process in March, sent out letters of intent to employees
b. Met with Mr. Gates and Mrs. Rogers to discuss staffing plans in preparation for Mr. Barnett and Mrs. Rogers retirement
c. Assembled calendar questionnaire results on 2/1 for board meeting
d. Met with an individual 2/5 interested in seeking an admin job in our parish
2. District Operations and Financial Management
a. Participated in a Zoom call with RES and Mr. Cassidy regarding the BP property
b. Met with Mr. Hoffpauir and Mr. Gauthreaux on 2/27 regarding SCHS New Gym
3. Student Growth and Achievement
a. Held C&I meetings with Supervisors on 2/20
b. Visited each campus weekly to meet with administration regarding any issues and also visited various classrooms and teachers
4. Communication and Community Relations
a. Attended District Livestock show on 2/1-2/3
b. Attended GLHS Baseball Scrimmage on 2/2 vs. Crowley
c. Met with parent on 2/6 regarding GLHS girls basketball issue
d. Attended State Livestock show on 2/13-2/17
5. Organizational Leadership
a. Participated in LDOE Superintendent’s call on 2/2
b. Participated in SWLA superintendent’s call on 2/29
On the motion of Mrs. Bertrand, seconded by Ms. Kiffe, the Board adjourned the regular school board meeting.
