DECEMBER 8, 2022
The Cameron Parish Police Jury met in regular session on Thursday, December 8, 2022, in the Cameron Parish West Annex Board Room in the Village of Cameron, Louisiana at 2:00 o’clock p.m. The following members were present: Mr. Curtis Fountain, Mr. Joe Dupont, Mr. Thomas McDaniel, Mr. Scott Trahan, Mr. Lawrence Faulk, Mr. McKinley Guidry, Mr. Magnus McGee, and Mr. Kirk Quinn. No member was absent.
It was moved by Mr. Quinn, seconded by Mr. Guidry, and carried, the Jury shall go into Executive Session to discuss Hurricane Insurance Litigation and South Fork Properties vs Cameron Parish Gravity Drainage District No. Eight Litigation. The vote thereon was as follows:
YEAS: Curtis Fountain, Joe Dupont, Thomas McDaniel, Scott Trahan, McKinley Guidry, Magnus McGee, Kirk Quinn and Lawrence Faulk
NAYS: None
ABSENT OR NOT VOTING: None
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, that the Jury shall return to regular session. The vote thereon was recorded, as follows:

The president called the meeting back to order.
No action was taken on the Hurricane Insurance Litigation or South Fork Properties vs Cameron Parish Gravity Drainage District No. Eight Litigation.
There were no public comments on the agenda items.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, that the reading of the minutes shall be dispensed with and approved.
It was moved by Mr. Faulk, seconded by Mr. Guidry, and carried, there board hereby approves to add the following items to the agenda: (Item 28) Approve Proces Verbal/Promulgation Resolution of proposition presented to voters in the election held November 8, 2022, for In Lieu of Ad Valorem Tax for the purpose of economic development and operating and maintaining all Parish Facilities in the Parish.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, that the application for the following drilling and
pipeline permit be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Hilcorp Energy Company – Hackberry, Sections 12& 13, T14S, R12W, (proposed to install 4-inch flowline serving the Miami #109 Well at the Second Bayou Field), Cameron Parish, LA. (221201)
It was moved by Mr. McDaniel, seconded by Mr. Dupont, and carried, that the applications for the following permits be and the same are hereby approved with the stipulations set forth by the respective Gravity Drainage Districts:
a. Justin Fontenot – Lowry, 123 Gary Landing, (proposed to install vinyl bulkhead to protect property from further erosion), Cameron Parish, LA. (221202)
b. ConocoPhillips Company – Johnson bayou, Latitude 29 43 49.29, Longitude -93 47 32.91, (proposed 20 geotechnical borings needed to collect soil samples and document subsurface lithology for preparation of a larger project), Cameron Parish, LA. (221203)
c. ANR Pipeline Company – Hogs Bayou Site, Latitude 29 43 31.52, Longitude -92 59 27.43; Kings Bayou Site, Latitude 29 51 13.76, Longitude -93 6 44.48, (proposed TN/ANR Hogs Bayou Kings Bayou, MP0 to MP12.8, NPS 12-LA; work is required to launch and receive in-line pipeline inspection tools to assess safety and reliability of pipeline segment at Hogs Bayou (Launch Site) and Kings Bayou (Receiver Site) in order to return it to service post-hurricane), Cameron Parish, LA. d. Michael Green – 137 Christy Drive, Hackberry, (proposed to develop an elevated 16 x 80 manufactured home to include 10 x 75 gravel driveway to include culvert. This will result in approximately 185 cubic yards of fill material to be utilized for construction of driveway and house pad), Cameron Parish, LA. (221205)
e. Cameron Preservation Alliance – Johnson Bayou, Lighthouse Bayou, Section 32, T15S, R15W, (proposed Sabine Pass Lighthouse Access; installation of a temporary bridge is needed to facilitate a stairwell in order to carry 96 steps and an iron door across the bayou along with equipment), Cameron Parish, LA. f. Golden GulfEnergy Corporation – Off Briar Lane, Grand Lake, Section 21, T12S, R8W; Section 16, T12S, R8W, (proposed after-the-fact clearing approximately 7.35 acres of undesirable tallow trees, hurricane damaged trees, and hurricane debris. Property is being cleared for cattle grazing), Cameron Parish, LA. (221207)
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby tables the appointment for the Lower Cameron Hospital Service District Board.
It was moved by Mr. Trahan, seconded by Mr. McDaniel, and carried, the board hereby appoints Brent Morales to the open seat for the Cameron Parish Port Harbor & Terminal District Board.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the Treasurer is hereby authorized, empowered and directed to pay the amount of Seven hundred twenty dollars and 00/100 ($720.00) to the Chamber Southwest Louisiana for the 2023 Chamber SWLA Annual Banquet.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby approves the following meeting schedule for 2023.

It was moved by Mr. Guidry, seconded by Mr. McGee, and carried, the board hereby approved the Budget Amendments as submitted for December 2022.
It was moved by Mr. McDaniel, seconded by Mr. Quinn, and carried, the board hereby adopts the Cameron Parish Police Jury Budget for Year Ending December 31, 2023, inclusive of all employee classification increases, employee reclassifications, and capital project allocation.
It was moved by Mr. Quinn, seconded by Mr. McDaniel, and carried, the Treasurer is hereby authorized, empowered, and directed to pay 2023 membership dues in the amount of Five thousand dollars and 00/100 ($5,000.00) to Parishes Advocating for Coastal Endurance (PACE).
Considering the bid of Roy Bailey Construction, Inc. was the only responsible bidder for the purchase of limestone for 2023, it was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby accepts the bid and awards the contract to Roy Bailey Construction, Inc. for all grades of limestone.
Considering the bid of Dust Control, LLC was the only responsible bid for dust control for 2023, it was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby accepts the bid and awards the contract to Dust Control, LLC for all dust control.
In response to the advertisement for bids for disposition of white goods for 2023, the following bids were received:

Waste Haul LLC; $7.00/gross ton
Louisiana Scrap Metal; $1.00/gross ton
Considering the bid from Waste Haul LLC, as the highest responsible bid, it was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the board hereby accepts the high bid of Waste Haul LLC for the disposition of white goods for 2023.
The president opened and conducted a public hearing to hear and consider comments, written or oral, regarding the adoption of the Cameron Parish Police Jury redistricting ordinance. There being not written or public comment, the president declared the public hearing closed.
It was moved by Mr. McDaniel, seconded by Mr. Guidry and carried, the board hereby adopts the 7 police juror plan utilizing 5 single member districts and one 2 member district, referenced in resolution number 1161.
It was moved by Mr. Guidry, seconded by Mr. Dupont, and carried, the board hereby accepts to proceed on Batch 3 Demo PPDR Properties, once the contractor is procured and the contract is signed.
It was moved by Mr. Quinn, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers, and directs the Building Inspector to send Notice of Condemnation Hearing to all properties on the condemnation list for PPDR Program Batch 4.
It was moved by Mr. McGee, seconded by Mr. Quinn, and carried, the contract for the Post-Hurricane Restoration Johnson Bayou Library – LOC 52 Project by and between the Cameron Parish Police Jury and SpawGlass Construction Corp. recorded under File No. 350336, in the Book of Mortgages, Cameron Parish, Louisiana shall accept the wheelchair lift and monument sign as complete and satisfactory, and the Secretary shall cause the necessary advertisement for the claims to be made in a manner and form provided by law.
It was moved by Mr. Faulk, seconded by Mr. McDaniel, and carried, the board hereby approves the Proces Verbal/Promulgation resolution of the proposition presented to the voters in the election held November 8, 2022, for the Road & Bridge Maintenance Ad Valorem tax renewal of 6.61 mills for the purpose of improving, maintaining, constructing, and repairing road and bridges in the Parish.
It was moved by Mr. Faulk, seconded by Mr. Guidry, and carried, the board hereby approves a 1 year contract extension with Ceres for debris removal.
It was moved by Mr. Trahan, seconded by Mr. Dupont, and carried, the board hereby approves a 1 year contract extension with Rostan for debris monitoring.
It was moved by Mr. McDaniel, seconded by Mr. Trahan, and carried, the secretary is hereby authorized, empowered, and directed to advertise for notice of intention of the police jury to abandon the last approximately 85 feet, extending into Hoffpauir property of parish road 129, River Road, Lowry, LA.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby authorizes, empowers, and directs the president to execute all necessary documents to accept the donation of the boat launch on Davis Road from Venture Global. Mr. Trahan abstained from voting.
It was moved by Mr. Guidry, seconded by Mr. McGee, and carried, the board hereby accepts the monthly financial statements and budget to actual comparison report.
It was moved by Mr. Faulk, seconded by Mr. Dupont, and carried, the Treasurer is hereby authorized, empowered, and directed to pay November 2022 bills. Mr. Quinn recused himself from voting.
It was moved by Mr. McGee, seconded by Mr. Dupont, and carried, the board hereby approves the Proces Verbal/Promulgation resolution of the proposition presented to the voters in the election held November 8, 2022, for In Lieu of Ad Valorem tax for the purpose of economic development and operating and maintaining all Parish Facilities in the parish.
There being no further business, it was moved by Mr. Quinn, seconded by Mr. Dupont, and carried, the meeting was declared adjourned.
