MINUTES
The Cameron Parish Beachfront Development District #1 Commission met in regular session on Monday, June 13, 2022, at the Johnson Bayou Community Center. The meeting was called to order at 6:00 p.m. by Chairman Richard Burbank, who led the pledge and prayer.
Commissioners present were Chairman Richard Burbank, Vice-Chairman Russell Badon, Nikki Norman, Michele Long, and Secretary Cindy Snead.
On the motion of Michele Long, seconded by Nikki Norman, and carried, the minutes for the May 9, 2022 meeting was approved as presented.
Old Business:
Michele Long reported that eleven 4X4 beach entrance signs have been delivered to the Johnson Bayou barn. Signs will be placed at entry points leading into Holly Beach, Long Beach, Little Florida Beach, and Mae’s Beach. Four “No Vehicles on the Beach” signs will be placed at Constance Beach to prevent driving on the state restricted beach. Cody Norman requested that the Parish right-of-ways to the beach entrances be cleared to the original dimensions before the new signs are placed. A work order will be sent to Police Juror Sonny McGee and the Roads and Bridges Department Superintendent Shane Manuel to prepare the entrances before installation of the signs.
Michele Long updated the board on the Little Florida/Beach Blvd. Project. The parish is waiting for more material to complete the foundation part of the project. After the foundation is laid, 60/40 soil will be added and Oceanview/Little Florida residents will plant vegetation on the dunes and add walkovers to complete the project.
The Beach Board has received a $20,000 donation from Cheniere Foundation, which is to be utilized for a future project. Michele Long proposed the donation be dedicated to the Little Florida/Beach Blvd. Project. On the motion of Dick Burbank, seconded by Nikki Norman, and carried, the board authorizes the expenditure of $32,700.00 for the Little Florida/Beach Blvd. Project. A project management committee consisting of Michele Long, Russell Badon, and Craig Broussard will oversee the project.
Craig Broussard updated the board about the water line and sprinkler system at the Welcome to Holly Beach sign. The line and system have been installed and are operational.
New Business:
Craig Broussard presented a financial spreadsheet to track expenditures, donations, and account information.
At a quick glance, board members will be able to see the status of projects and check accounting for future planning. The Board will utilize this program for all future accounting needs.
Russel Badon reported that the state has concrete barricades available for donation. The Board could use these barriers to prevent erosion, create parking, or block access to restricted areas. On the motion of Michele Long, seconded by Nikki Norman, and carried, the Board will contact Patrick Cusey, LADOTD District 7, to inquire about this possible donation.
The Board has applied for a grant from the Creole Nature Trail for a bathroom facility on the west side of Holly Beach. The parish will keep the board informed as to its status.
The introduction of the Board Nominees interested in applying has been tabled until next meeting. As stated in last month’s minutes, the board “invites individuals who are interested in joining the board to come to the next meeting” on July 11, 2022. “Candidates will introduce themselves, explain why they would like to be a member, and present any ideas they have for future projects.”
Open Session:
Cody Norman reported that Dustin Corner received the beach sweeper and is working on repairing it. The sweeper will be used solely by Holly Beach and be maintained by the Holly Beach Sub-committee.
Katie Barnes with the Audubon Society presented their new Coastal Dune Habitat Signs. The Board will post the graphic on the Cameron Parish Beachfront Development District #1 Facebook page to inform the public of caution needed in accessing dune areas.

Payment of Bills:
On the motion of Russell Badon, seconded by Dick Burbank, and carried, the reimbursement to Michele Long for $94.15 for office supply ink was approved.
The next meeting will be July 11, 2022.
There being no further business, on the motion of Michele Long, seconded by Nikki Norman, and carried, the meeting was adjourned at 7:12 p.m.
